BJP manifesto: With the tagline 'Sankalpit Bharat, Sashakt Bharat', the BJP said it would deliver on 75 promises in India's 75th year of Independence.

Prime Minister Narendra Modi along with BJP chief Amit Shah and manifesto committee president Rajnath Singh released the party’s election manifesto ‘Sankalp Patra’ for the 2019 Lok Sabha elections. With the tagline ‘Sankalpit Bharat, Sashakt Bharat’, the BJP said it would deliver on 75 promises in India’s 75th year of Independence.

Addressing the gathering at the BJP headquarters, Prime Minister Modi said the party’s manifesto aims at ‘One Mission, One Direction’ similar to what the party’s 2014 campaign was — Sabka Sath, Sabka Vikas. “India is a diverse country with different languages and culture, which is why we have tried to make our developmental processes multi-layered,” Modi said, adding that the party has also tried “to make the manifesto multi-dimensional.”

BJP president Amit Shah, who spoke before the release of the manifesto, said “The BJP manifesto that we are releasing today will fulfil the aspirations of people. We have 75 promises for 75 years of Independent India in 2022.”

“We have consulted crores of people before making this manifesto. This is an election about aspiration of people and I am sure that people will help us in taking our promises to every corner,” the BJP chief added. In February, the BJP held an event where it announced that it would setup suggestion boxes across the country where people could contribute their thoughts to “Bharat Ke Mann Ki Baat, Modi ke Saath”. Today’s manifesto release, is a culmination of that campaign, he said.

Here’s what the BJP manifesto says on key issues
In its section on national security, the BJP manifesto mentions the surgical strikes and air strikes that were carried out during the tenure of the Modi government. “We will continue to follow our policy of giving a free hand to our security forces in combating terrorism,” the manifesto reads.

Speeding-up purchases of outstanding defence related equipment and weapons and self-reliance in the defence sector via ‘Make in India in Defence‘ also found mention, with the BJP saying this initiative will generate employment and encourage investment in the defence sector.

On Combating Infiltration, the BJP manifesto states: “There has been a huge change in the cultural and linguistic identity of some areas due to illegal immigration, resulting in an adverse impact on local people’s livelihood and employment. We will expeditiously complete the National Register of Citizens process in these areas on priority. In future we will implement the NRC in a phased manner in other pas of the country.”

The contentious Citizenship Amendment Bill also finds mention under national security in the BJP manifesto. We are committed to the enactment of the Citizenship Amendment Bill for the protection of individuals of religious minority communities from neighbouring countries escaping persecution. “Hindus, Jains, Buddhists and Sikhs escaping persecution from India’s neighbouring countries will be given citizenship in India.”

Jammu and Kashmir – Article 370, 35A: The BJP manifesto states that to ensure peace in Jammu and Kashmir the government has taken decisive actions and has a firm policy. We reiterate our position since the time of the Jan Sangh to the abrogation of Article 370.

On Article 35A, the BJP manifesto states “We are committed to annulling Article 35A of the Constitution of India as the provision is discriminatory against non-permanent residents and women of Jammu and Kashmir.”

Farmer welfare: 

The BJP promises to expand the Pradhan Mantri Kisan Samman Nidhi Yojana to not just farmers owning land up to 2 hectares but to all farmers in the country. It also announced a pension scheme for small and marginal farmers above the age of 60 years.

The BJP manifesto promises to introduce an interest-free kisan credit card loan at a 0% interest rate for 1-5 years on the condition that the farmer promptly repays the principal amount.

On the PM Fasal Bima Yojana, the crop insurance scheme, the BJP has said it would make enrollment voluntary.

The BJP manifesto also states that it will complete the digitisation of land records and will ensure title guarantee for the landholder and reduce land-related litigation.

Economy:

The BJP manifesto states that the government will aspire “to make India the third largest economy of the world by 2030. This implies that we commit to make India a US $5 trillion economy by 2025 and US $10 trillion economy by 2032.

On GST, the BJP manifesto states that GST revenue for all states has increased by 50% in three years. The BJP government will continue with “simplification of GST process by engaging in dialogue with all stakeholders.”

The manifesto also claims that the BJP government will by 2024, make a capital investment of Rs 100 lakh crore in the infrastructure sector.

Entrepreneurship and startups: The BJP promises to launch a new scheme to provide collateral-free credit up to 50 lakh for entrepreneurs. The BJP manifesto states that the government will guarantee 50% of the loan amount for female entrepreneurs and 25% of the loan amount for male entrepreneurs. On startups, the BJP manifesto promises easing regulatory requirements and the creation of a ‘Seed Staup Fund’ of Rs 20,000 crore.

Road connectivity: The BJP manifesto states that the government will construct 60,000 kms of National Highways in the next five years and that it will double the length of National Highways by 2022.

Railways and Airports: The BJP manifesto states that all viable railway tracks will be broad gauge by 2022 and the new government will ensure electrification of all railway tracks by that year too. The Vande Bharat Express will be expanded across the country. All main railway stations will have Wi-Fi connectivity by 2022.

On airports, the BJP promises to double the number of functional airports from 101 in the next five years.

Healthcare

The BJP manifesto promises to setup one Medical College or Post Graduate Medical College in every district of the country by 2024. By 2022, the BJP proposes to set up 75. Making the national nutrition mission a mass movement and eliminating tuberculosis by 2025 also finds mention in the BJP manifesto.

Governance Reforms: The BJP manifesto promises to merge similar and complementary departments into sectoral ministries. This, the manifesto states, will allow policymakers to frame holistic and comprehensive policies on the one hand and ensure smooth implementation on the other.

Environment: The BJP in its manifesto states that it will convert the National Clean Air Plan into a mission and will focus on 102 most polluted cities in the country. It promises to reduce the level of pollution in these cities by at least 35% over the next five years.

Education: The BJP in its manifesto promises to establish National Institutes of Teachers’ training that will provide four-year integrated courses for teachers.

The BJP also promises top open 200 more Kendriya Vidayalayas and Navodaya Vidayalas by 2024. In the next five years, the BJP hopes to increase the number of seats in Central Law, Engineering, Science and Management institutions by at least 50%.

Women empowerment: Among the list of initiatives, the BJP manifesto states that 10% material to be sourced for government procurement will be done from MSMEs having at least 50% women employees in their workforce. The BJP also promises to legislate a bill to prohibit and eliminate practices such as Triple Talaq and Nikah Halala. On reservations, the BJP states that it is committed to 33% reservation in parliament and state assemblies through a constitutional amendment.

On the poor, the BJP states it is committed to bringing down the percentage of families living below the poverty line to a single digit in the next five years. Ram Mandir: The BJP reiterated that it will explore all possibilities within the framework of the Constitution to facilitate the expeditious construction of the Ram Temple in Ayodhya.

Sabarimala: The BJP promises to undertake every effort to ensure that the subject of faith, tradition and worship rituals related to Sabarimala are presented in a comprehensive manner before the Hon’ble Supreme Court. “We will endeavour to secure constitutional protection on issues related to faith and belief, the manifesto states.

Uniform Civil Code: In its manifesto, the BJP states that there cannot be gender equality till such time India adopts a Uniform Civil Code, which protects the rights of all women. “The BJP reiterates its stand to draft a Uniform Civil Code, drawing upon the best traditions and harmonizing them with the modern times.”
